Is The Sun Rising And Setting In Different Places?

The blog title says it all.
I have been noticing comments in blogs and newsletters saying that people have been puzzled why the sun seems to be rising and setting in different places ! No longer rising in the east, but more like north east and setting in the south west !
I live in an areas surrounded by hills, so I've missed this possible phenomenon.
Is it due to an "Earth wobble" or a realignment of the Earth's axis ?
Have any of you noticed this and have any explanations?

Is nonconformity and freethinking a mental illness? According to the newest addition of the DSM-IV (Diagnostic and Statistical Manual of Mental Disorders), it certainly is. The manual identifies a new mental illness called “oppositional defiant disorder” or ODD.
