No it is not a new thing--they caught Bush doing some wrong things too.. and I did not believe my ears when I heard "OBama wanting to kill Americans" -- PEOPLE SHOULD BE UP IN A ROAR ABOUT THIS!!!

I understand the concerns about this memo but it is not a new incarnation. Bush had a similar one and  it is something to monitor for sure. I am a Canadian and my hubs David and I keep a watchful eye on American politics as your country and citizens are our southern neighbors.
